Where should a Zimbabwean skilled worker look first? Tasmania, the ACT and Queensland compared

Visa guide · 2026-08-19 · 4 min read

A Zimbabwean woman and man stand beside Hobart’s waterfront, with boats and Mount Wellington behind them.

Choosing a state for skilled migration starts with three things: what it costs, whether it is open and whether people outside Australia can use it. Here is a comparison for 2026-27, written for skilled workers in Harare, Bulawayo and elsewhere in Zimbabwe, followed by what to do next.

Costs side by side

State or territoryFee for 2026-27Notes
Tasmania$387 plus GST, or $425.70Registering costs nothing; nomination now costs more
ACT$350 in total ($25 Matrix and $325 nomination)New portal live from 30 July 2026
Queensland$573 offshore; $630.30 GST-inclusive onshoreRose from 1 July 2026; covers subclass 190 and 491

Tasmania: places and dates

Tasmania has fixed 2,050 places, which is 1,250 for subclass 190 and 800 for subclass 491, up from 1,200 and 650. Registrations of Interest reopened on 17 August 2026 and weekly invitations began on 20 August. The limit for offshore applicants is that Tasmania has stopped issuing subclass 491 invitations to them this year, as a result of Ministerial Direction 119's processing priorities. Overseas health professionals and teachers with a job offer from an eligible Tasmanian employer may still apply for subclass 190 through a Health or Education Sector Job Offer Pathway. A queued 491 application is not converted automatically: withdraw it and lodge a new Registration of Interest for the 190, with no promise of an invitation. In practice, this means an applicant abroad should read the Tasmanian program as a narrow door for particular professions, not as a general route for every occupation.

The ACT: a better system, still no numbers

The new portal replaces the old one for Canberra Matrix entries and nomination applications and brings multi-factor login, a mobile-friendly design, real-time tracking and edits after lodging. Existing submissions move across, but you set up a new account with the same email. A Matrix entry is valid for six months and can be pushed to twelve if you update it before it lapses. Updating costs nothing but resets your tie-break position, as ties are broken by the most recent update. Expedited processing helps people with expiring visas or documents, though only once invited. The ACT has not confirmed its allocation, and the occupation list is under review.

Queensland: not yet open

The 2026-27 program is waiting on its final nomination allocation from the federal government. Prepare documents so you can move quickly once it opens.

Far North Queensland DAMA, briefly

For employers, certain subclass 186 endorsement fees are reduced by 50% when bundled with the corresponding subclass 482 position, and it is cheaper to request age and English concessions in the first endorsement than to add them later. Personal Care Assistant, Nursing Support Worker and Aged or Disabled Carer remain on the agreement while a proposed removal is reportedly on hold; this concerns aged care, not disability care roles.

Next steps from Zimbabwe

  1. Compare fees and openness, then check that your occupation is on the relevant list.
  2. Prepare ZIMSEC results, HEXCO or degree certificates, references and, if asked, a police certificate from the Criminal Record Office.
  3. Ask whether your occupation needs a skills assessment; RPLDirect covers recognition of prior learning for Australian qualifications.
  4. Talk to a migration agent registered with the MARA before paying fees.

Common mistakes when comparing states

  • Choosing on price alone and ignoring whether the state invites overseas applicants.
  • Treating a Zimbabwean qualification as equal to an Australian licence.
  • Forgetting GST in the Tasmanian and Queensland onshore figures.
  • Applying with an untailored CV. Read how graduate visa rules are debated and browse the job listings to see what employers ask for.
