Zimbabwe students eyeing Australia: can you switch courses later, and who can you trust?

A Zimbabwean woman and man review papers beside a laptop at home while planning study in Australia.

Imagine you are in Harare, you have an offer from an Australian college, and a friend says you can always change courses once you land. Since 2 October 2026 that advice looks out of date. The Australian Government announced that moving into a different course will require a separate visa, and it also took aim at advisers who file applications with no real basis. This guide takes each in turn.

A scenario to keep in mind

Suppose a student from Bulawayo starts a diploma, decides within the first year that it is the wrong fit, and wants to switch. Under the announced rules, until the new arrangement starts there is no transfer within 12 months of beginning a course. After the arrangement starts, the move needs its own visa. And from 1 July 2027 a student's visa will not be extended because of a transfer into a different course. A move down a level, such as from a bachelor's or master's degree to a vocational program, is already blocked by an earlier rule.

Why the rule exists

The government says it wants to stop temporary stays turning into years of moving between visas. The changes sit inside a wider plan to lower net overseas migration from its annual level of almost 300,000 to 225,000 by 2028, and they use rules rather than legislation. There is also the question of bridging visas. More than 400,000 people hold one, a temporary visa that can be granted while a person waits for a decision on their next application. Many are students applying for a different visa, and the government wants that figure to fall. Our note on rising student visa refusals shows how that pressure plays out.

The advice side

The government is proposing to stop migration agents assisting with an application they know, or reasonably ought to know, has no reasonable factual or legal basis, and Home Affairs will consult on how migration lawyers can also be held to account. It stressed that the harm comes from a small number of bad actors, who often approach people at vulnerable points with misleading claims, false promises and unrealistic assurances. It pointed to applications lodged just to be refused and appealed, and to online adverts coaching people to make false protection claims.

Your checklist, step by step

  1. Decide what job you want, then work backwards to the course. The jobs page shows the kinds of roles employers are advertising.
  2. Read the current conditions on the Student visa page.
  3. Check any adviser on the Register of Migration Agents for a MARA registration, or for New Zealand a licensed immigration adviser or lawfully exempt person.
  4. Ask for written advice, written costs and honest views on risks.
  5. Compare your ZIMSEC results or HEXCO certificate with what the course asks, without assuming they equal an Australian qualification.

Common mistakes in the planning stage

Several errors repeat. Some applicants choose a course only to get a visa and plan to move on later, which is exactly the pattern the government is trying to end. Others believe a promise that a case cannot fail, when no honest professional can say that. Some skip the written costs. Some forget to keep their own copies of forms. What Zimbabwean readers ask

Is the separate visa for course changes in force already?

The arrangement has been announced but is not in place yet. In the meantime, a student cannot transfer within 12 months of beginning a course.

Will my visa be extended if I change course after July 2027?

No. From 1 July 2027, a student's visa will not be extended because the student is transferring into a different course.

Are all migration agents under suspicion?

No. The government said the problem is a small number of bad actors. Most advisers work honestly.

Could this change again?

Parts of the adviser measure are proposals, and consultation is planned, so follow official announcements.

Points to keep in mind

  • Switching courses will need a separate visa; no transfers within 12 months of starting until it begins.
  • Extensions for transfers end from 1 July 2027.
  • A proposal targets agents who back applications with no reasonable basis.
  • Pick your course with care, and verify who advises you.
