What a proposed abolition of Australia's graduate visa could mean for Zimbabwean students

Anyone in Harare or Bulawayo considering an Australian degree should read this carefully: the proposal to abolish the temporary graduate visa is a proposal only. The federal Opposition released it on 6 October 2026, and it would apply only if the Liberal and National Coalition wins government and then makes the changes. Today's student and graduate visa rules remain unchanged.

An unusual part of the debate: the India trade deal

Much of the argument has centred on India. An international education industry association said the plan could breach Australia's free trade agreement with India, which was signed by a former Coalition government. A side letter from April 2022 commits Australia to keep post-study opportunities for former students to live, study and work in Australia temporarily:

  • trade or diploma graduates: up to 18 months;
  • bachelor graduates: up to two years;
  • bachelor graduates in STEM courses and master's graduates: up to three years;
  • doctoral graduates: up to four years.

India is the second largest group of international students in Australia, behind China. The association called it ironic that the Coalition would target the visa after negotiating those conditions, and warned Australia would lose skilled workers in health, IT and engineering after charging students for their qualifications. It also linked the rise in non-genuine students partly to a post-Covid decision by a former Coalition government to lift the hours international students could work in key industries. The Coalition replies that there would be no treaty breach, that its commitments are to temporary pathways for some students for short periods, and that in government it would work with affected partner countries on pathways, including skilled ones.

What the plan itself says

Temporary graduate visas would be abolished, falling from 271,200 to just 10,000 by 2031-32, after a four-year transitional phase. Graduates wanting to stay would have to return home and apply for a separate temporary visa, though some graduates in priority areas like health and education, and in some regional areas, would be allowed to stay. New commencements would be cut to 240,000, below the current 295,000 planning level, and the Government says the sector is tracking towards 250,000 this calendar year. The broader package would cut net overseas migration to 100,000 for the first two years and up to 160,000 in year four.

What the universities and the Government say

The peak body for universities said the changes risked lasting damage to the sector and the economy. The Government criticised the plan too, arguing it would stop Australia selecting the brightest skilled graduates, hurt employers and industry, and push many top students elsewhere, damaging what it calls the fourth biggest export.

Practical steps for Zimbabwean applicants

  1. Keep ZIMSEC results, HEXCO certificates and transcripts in order, and remember that a local qualification never automatically equals an Australian licence, skills assessment or registration.
  2. If a police certificate is requested, ask the Criminal Record Office how to apply, and start early.
  3. Keep an English CV ready; Build AI CV can help you present your experience.
  4. Look at what employers ask for on the jobs page before choosing a course.
  5. Use advisers who can be checked: a MARA registration for Australia, or a licensed immigration adviser or lawfully exempt person for New Zealand.

Common mistakes when reading the headlines

A frequent error is to assume the trade deal side letter applies to everyone. It concerns India. Another is to treat a four-year transition as an immediate cut. A third is to forget that the plan has exceptions. And some applicants ignore the simplest rule: plan under what applies now, not under what might apply after an election. For more context, see the cost of turning away international students, the Coalition's migration cap and, if you are comparing countries, New Zealand's changes for master's graduates.

What Zimbabwean readers ask

Would the proposal affect me if I study in a different field?

The plan would abolish the temporary graduate visa generally, with exceptions for some priority areas and regional areas.

Is there any change to the student visa today?

No. The proposal does not change any visa today.

Why is India mentioned so often?

Because of a side letter from April 2022 that the industry association says the plan could breach, which the Coalition disputes.

Where can I read the current rules?

On the official visa listing.

Points to keep in mind

  • Abolition of temporary graduate visas is a proposal released on 6 October 2026.
  • The India side letter dispute is contested by the Coalition.
  • Nothing changes unless a future government acts.
  • Plan with current rules and verified advisers.
